License To Cut

Got my hair cut today and something struck me as strange. Why do hair cutter type people need a license to cut hair? What the hell is the point? Was there a rash of wild and woolly eyed bandits roving the hillsides with scissors in hand. Was the mob cornering the market on properly coiffed mullets? What great need arose that called for the government to stick its bureaucratic paws into people's hair?
